This event is organized by Frans Hoek of Frans Hoek Sports in Holland (UEFA and FIFA instructor and former AJAX and Barcelona Assistant Coach) and Andrew Ziemer of Ziemer Brothers Soccer. It is the 3rd tour that Andrew and Frans have organized.

The purpose is to expose the top American soccer educators to the highest level of soccer in Europe.

At the Clubs, the coaches will observe training sessions of professional, youth and amateur teams, have lectures with technical directors, professional coaches, youth directors and youth coaches and see 7-10 games.

In the 2004 Tour, the group saw games in the following competitions.
